Federal Network Agency (BNetzA) launches consultation for new message formats
On 3 February 2017, BNetzA published its communication no. 57, titled “Implementation of the GPKE and GeLi Gas rulings” (Umsetzung der Beschlüsse GPKE und GeLi Gas) regarding the “Consultation of message type versions for the implementation date of 01/10/2017” (Konsultation von Nachrichtentypversionen für den Umsetzungstermin 01.10.2017) with a slight delay. The message formats associated with the previously published (final) interim model of 20 December 2016 are thus available.
We have summarised the most important changes in the following section.
Introduction of the terms “Markt- und Messlokation” (market and metering location)
Lieferanschrift -> Marktlokationsanschrift,
Messstellenanschrift -> Messlokationsanschrift,
Entnahme-/Lieferstelle -> Marklokation,
Erzeugungsanlage -> erzeugende Marklokation,
zählpunktscharf -> marktlokationsscharf (e.g. for the transmission of allocation lists, balanced amounts, etc.)
Measurement values between MPO and grid operator (GO) are exchanged on the level of the metering location
Measurement values between NB and LF are exchanged on the level of the meter-ing location
Introduction of the term “Meldepunkt” (reporting point)
The term “Zählpunkt” (metering point) is replaced by “Meldepunkt”.
“The “Meldepunkt” can be a market location, metering location, tranche or MaBiS-ZP. The name of the metering point is used as an ID for the objects of metering lo-cation and MaBiS-ZP.” (EDI@Energy Allgemeine Festlegungen, p. 47)

If no agreement is reached regarding a transmission channel, e-mail must be of-fered as a cost-neutral option.
What do energy suppliers need to consider?
The greatest challenge in implementing the message formats and, as such, indirectly implementing the interim model is the adjustment of the data models in the affected IT systems. The restructur-ing of the master data includes a doubling of the metering point. The metrologically and physically relevant metering point becomes a metering location; the financially relevant metering location becomes a market location. In addition, location clusters (e.g. a residential building with sub-metering systems, bidirectional meters) must be represented in the systems.
As always, the schedule for implementing the new requirements is ambitious. As a first step, how-ever, BNetzA will publish the final version of the message formats on 1 April 2017. All interested market players had until 2 March 2017 to submit their opinions on the wording of the consultation.
